Instead of waiting for a Gentoo Developer to pick up your ebuild and commit it to portage tree, you could speed up this procedure by proxy maintaining it. When you feel ready to do that, you may seek for a Gentoo developer to cooperate with either on #gentoo-sunrise or by contacting the teams where your ebuild belongs too.
If you find one, you should provide him a complete metadata.xml file like the following one:

It is your responsibility to take care of this package e.g. future version bumps etc. The Gentoo Developer is there to only offer you an indirect access to portage tree. Keep that in mind
