Category:Software is not a good choice, considering it attempts to categorize different types of software, not categories related to software.

Category:Meta, i guess. But don't ask me what 'Meta' should be a subcategory of, otherwise it'll be turtles all the way up. :-)

Category:Meta exists and contains pages that are essentially lists of software. Not really suitable, unfortunately

Yes, i know it exists; hence my link to it. :-) The current description of the "Meta" category on that page states "Meta articles provide a general overview and show summaries of conceptually similar ideas", which seems appropriate to me; it just happens that the "Meta" category currently links mostly to categories about software. Whether the description i quoted is inaccurate, because people feel that "Meta" should only include software categories, is another discussion; my position on that is: i disagree that "Meta" should only include software categories. But if most other people disagree, then of course a new category will need to be found for e.g. the articles i've been writing like Fonts/Background and IPv6, and such articles written by others, e.g. Usenet.

You raise good points. I think Meta being in the wrong category may have something to do with Category:Wiki Root not having many good categories. Maybe Meta belongs there. But that's an issue for another discussion.
