Section about the number of handbook-maintainers

Hi Handbook maintainers.

Under <a href="/wiki/Handbook:Main_Page#Can.27t_the_Handbook_be_dynamically_generated_for_each_installation_choice.3F" title="Handbook:Main Page">Can't the Handbook be dynamically generated for each installation choice?</a> there is the following section:

Active handbook editors are down to only two or three members, so please provide some patience as we respond to new {{Talk}} entries. See below for instruction on how to suggest a new improvement to the handbook.

I think it would be more appropriate to place this under <a href="/wiki/Handbook:Main_Page#How_do_I_improve_the_handbook.3F" title="Handbook:Main Page">How do I improve the handbook?</a>, probably somewhere around the asking for the Talk template.
