Templates not appearing in categories

Some templates do not seem to be getting listed in the categories to which they belong.

These categories do appear at the bottom of the template pages. These categories are added to "includeonly" sections of the templates doc page - in just the same way as in templates for which this works, like <a href="/wiki/Template:Dated" title="Template:Dated">
