Sorry, i have looked on Help:Translating but i' have tried to enable translations of this page without success. This page is in proposal list, but howto can i create the french one ? I have created it by copy/paste after using red link in french index, but i'm not sure it's the good way... If somebody can help me... Thanks in advance Ivan (talk) 21:28, 30 August 2016 (UTC)

Hi, Ivan . You first need to add <translate> tags to the page and wait for an admin to mark it for translation. While that's happening, you need to apply to become a translator. Once all that's done, you can translate the page.

This process is documented at Help:Translating. Is there a specific part you're struggling with?
