On my Gentoo Laptop using kernel 4.4.6 and NetworkManager seems that

<M> Simple USB Network Links (CDC Ethernet subset)
[*] Embedded ARM Linux links (iPaq, ...)
are not needed for Samsung smartphones

These options are typically relevant for specific use cases, such as embedded ARM Linux devices or certain USB networking protocols. They are not essential for general USB tethering functionality with Samsung smartphones at all. For USB tethering on your Gentoo laptop using a Samsung smartphone, you primarily need the USB networking driver cdc_ether and the appropriate USB network gadget support
